On site I ask three things before I look closely at anything: how old is the building, what is this material doing here, and what work is about to happen to it. Those three answers move a material onto the sample list or off it far more reliably than colour, texture or corrugation profile ever will.
Appearance builds a shortlist and nothing more. It can tell you a material has earned a sample; it cannot tell you what is in it. Do not scrape, drill, snap or lift anything for a better look, because a clean undisturbed panel is a low risk and a broken one is not. If the answer changes what you do next, arrange asbestos testing.
Age narrows the field faster than appearance
Dates do not prove presence, but they set the odds, and they are the only evidence you can gather without touching anything.
Great Britain prohibited the import and supply of crocidolite, blue asbestos, and amosite, brown asbestos, in 1985. Chrysotile, white asbestos, followed in November 1999. Those are boundaries on supply, not on installation. Merchants held stock, builders held stock, and reclaimed sheets moved from one roof to another for years afterwards. I have taken positive samples in buildings completed well after 1999, every time because an older component came along for the ride: an existing flue, a retained rear wall, a service duct nobody stripped out.
Anything pre-1970s should be treated as likely to hold several different products at once, from pipe insulation and sprayed coatings through insulating board, cement sheet, floor tiles and fire-resistant components. Through the 1970s and early 1980s the quantities fell but the range did not: textured coatings, asbestos insulating board, cement roofing, vinyl tiles, bitumen adhesive, boiler gaskets and duct panels are all still routine finds. A building put up entirely from new materials after 1999 is a much lower prospect, but check first whether it incorporates older structure, reclaimed material, retained services or imported plant.

Roofs, garages and outbuildings
The classic is asbestos cement roofing: grey, broadly corrugated, fixed through the crowns, and after thirty years of weather usually dull, stained and carrying lichen down the laps. It reads as obvious until you put a modern fibre cement sheet next to it, at which point the two are close enough that I would not call either without analysis. Manufacturer markings and date stamps on the underside are worth ten minutes with a torch before anyone climbs on the roof.
Flat panels are harder. A dense grey sheet with a hard cement surface behaves like cement; a lighter, softer, more open board behind a soffit or a garage wall may be asbestos insulating board, which matters because it is far more friable. Paint and forty years of weathering flatten that distinction to nothing. Plywood, plasterboard, calcium silicate board and modern fibre cement all sit in the same visual space.
Prefabricated garages are their own category, usually corrugated roof sheets with flat wall panels and often moulded ridge pieces, gutters and downpipes in the same material. Boiler cupboards, kitchens and services
Old pipework carries pre-formed sections, hand-applied lagging or fabric-wrapped insulation, and suspect asbestos pipe lagging tends to look chalky, plaster-like or bandaged in painted cloth. It is often buried under later foil, tape or mineral wool, which is where people come unstuck: they peel back a modern covering to see what is underneath and disturb the one product on site that releases fibres most readily. Leave it wrapped.
Asbestos insulating board turns up boxed around boilers, behind cookers, lining heater cupboards and forming fire-resistant casings. Painted, it looks like plasterboard and nothing more. Millboard, cement board and modern heat-resistant panels sit alongside it and cannot be told apart from the room.
Textured ceilings and walls
Asbestos in Artex and other textured coatings cannot be read from the pattern, and I say that to somebody most weeks. Swirls, stipples, broken leather, fans, combed lines and peaks were all produced in asbestos-containing and non-asbestos formulations, sometimes by the same manufacturer in the same year. Later paint softens the profile and a skim coat hides it entirely. When it is sampled, the sample has to take every layer down to the substrate, because the positive layer is frequently not the one you can see.
Suspended ceiling tiles and partition panels are the same problem in a different shape. White, cream or grey, painted, patterned or perforated, with mineral fibre acoustic tiles and modern fire board as constant lookalikes. Boards, rope seals and gaskets around fireplaces and older storage heaters are usually concealed, so appliance age and paperwork tell you more than lifting a cover will.
Floors
Thermoplastic and vinyl asbestos floor tiles are thin, firm and laid in regular squares, often dark marbled or flecked, and they go brittle with age so they crack cleanly rather than bending. The black or dark brown bitumen adhesive under them may be positive in its own right, as may a grey, felted or paper-like backing on sheet flooring. None of that is conclusive; visually identical non-asbestos tiles were made throughout.
Do not lift a corner and do not sand the adhesive. If the floor is coming up or the substrate is being disturbed, sample the tile, the backing and the glue as separate items, because they can and do return different results.
Bathrooms, boxing and tanks
Bath panels, soil pipe boxing and duct linings could be insulating board, cement sheet, plywood or plasterboard, and once painted they all look like a painted panel. An existing damaged edge sometimes looks pale and fibrous, which is a hint and nothing more. Never break an edge to create the hint.
Older cold water tanks and cisterns were moulded in asbestos cement: rigid, thick-walled, grey, usually under a layer of dust and scale. Plastic, glass reinforced plastic and non-asbestos cement versions share the same profile in the same loft.
Work planned near a suspect material?
Stop before anyone drills, sands, cuts or strips it. Testing establishes whether asbestos is present and lets the contractor classify the work correctly before it starts rather than after.
What to do when something looks suspicious
- Leave it where it is and stop any work that would disturb it.
- Note the location, and restrict access if it is damaged or in a spot where it will get knocked.
- Dig out building records, any earlier survey and the dates of past alterations.
- Be specific about the work you are planning, because scope drives whether you need a sample or a survey.
- Use a competent sampler, with analysis by a laboratory holding UKAS accreditation for asbestos bulk identification.
In non-domestic premises, and in the common parts of domestic premises, Regulation 4 of the Control of Asbestos Regulations 2012 places the duty to manage asbestos on whoever is responsible for maintenance and repair. A management survey locates, so far as reasonably practicable, material that could be disturbed during normal occupation and routine maintenance. Refurbishment or demolition needs a refurbishment and demolition survey covering the area and scope of the work, and it is intrusive by design. For something found unexpectedly or already damaged, follow the steps in what to do if you suspect asbestos rather than trying to settle it by eye. HSE guidance is consistent on the point: photographs and typical locations help you decide where to look, but identification and condition assessment are what the risk assessment actually rests on.
Frequently asked questions
Can I identify asbestos from a photograph?
A photo can tell you a material resembles a product historically made with asbestos, which is worth knowing. It cannot tell you what is in it. Paint, weathering, later coverings and visually identical non-asbestos equivalents all defeat the camera. It takes a representative sample and laboratory analysis.
What colour is asbestos?
White, brown and blue are trade names for chrysotile, amosite and crocidolite as raw fibre, not colours you will see in a finished product. By the time it is a cement sheet, a coating, a board or an adhesive, the binder decides the colour, and grey covers most of it.
Can a surveyor tell me on site without taking a sample?
A surveyor can give you a presumption, and under HSG264 presuming a material contains asbestos is a legitimate way to manage it if you then treat it accordingly. What nobody can do is confirm the opposite by eye. If you need a negative result before work starts, that means sampling and analysis.
Should I take an asbestos sample myself?
Taking the sample disturbs the material, and an unrepresentative sample is worse than no sample because it produces a confident wrong answer. Use a competent provider, particularly where the material is damaged, layered, awkward to reach or tied to planned refurbishment, and have the analysis done by a UKAS accredited laboratory.
