The planned activity determines the survey
HSG264 defines two asbestos survey types. In practice, I start with one question: will the building remain in normal use, or will the work open up its fabric?
A management survey is intended for occupation, routine maintenance and foreseeable minor works. A refurbishment and demolition survey is required where ceilings, partitions, floors, ducts, risers, plant, finishes or structural elements will be opened, removed or substantially disturbed.
The distinction is especially important in buildings constructed or altered before 2000. Asbestos may be present in obvious products such as cement roof sheets, but it is often the concealed materials that cause delay: asbestos insulating board above suspended ceilings, pipe insulation inside risers, sprayed coatings on structural steel, debris beneath floors, bitumen adhesive below tiles and packers hidden around services.
In Great Britain, the Control of Asbestos Regulations 2012 establish the relevant duties. Regulation 4 applies to non-domestic premises and the common parts of multi-occupancy domestic buildings. It requires the dutyholder to determine whether asbestos-containing materials are present, or presume that they are, record their location and condition, and manage the risk.
The regulations do not prescribe a named survey for every circumstance. HSG264 provides the recognised framework for obtaining reliable information. Before work starts, those responsible must have a suitable and sufficient assessment of the asbestos risk. Where the work extends beyond one clearly identified material, a properly scoped survey is normally the sound basis for that assessment.
Management survey
A management survey locates asbestos-containing materials that could be disturbed during normal occupation, cleaning, routine maintenance or foreseeable installation work. It should inspect accessible areas and include minor intrusive investigation where necessary.
Typical findings include asbestos insulating board panels, textured coatings, vinyl floor tiles, bitumen adhesive, cement flues, soffits, roof sheets, gaskets, rope seals and older electrical components. Some materials may be sampled; others may be presumed to contain asbestos where sampling is unnecessary or access is restricted.
The report should provide an asbestos register showing location, material, extent, condition and sample result where available. It should also include a material assessment to help the dutyholder prioritise inspection, protection, repair, encapsulation or removal.
A management survey supports ongoing control. It does not prove that every concealed void has been inspected, and it is not suitable clearance for refurbishment work.
Refurbishment and demolition survey
A refurbishment and demolition survey is designed around a defined work scope. It must locate, as far as reasonably practicable, all asbestos-containing materials that could be affected by that work.
This survey is intrusive and may be destructive. Depending on the project, the surveyor may need to open boxing, lift floor coverings, enter ceiling voids, inspect behind wall linings, break through partitions or investigate beneath fixed equipment. For demolition, the scope normally extends throughout the building.
The area should be vacant and isolated because the inspection itself may create dust, damage finishes and expose hidden hazards. Services, locked rooms, live plant, fragile roofs and structural restrictions must be considered before attendance rather than left as unexplained limitations in the final report.
A targeted refurbishment survey is often the correct choice where only one part of a building will be altered. Its boundaries must match the drawings and specification. A survey of one room does not cover an adjoining riser, ceiling void or service route unless those areas are expressly included.
Confirm the survey before work starts
Speak to a consultant about the building, the proposed work and the areas that must be opened or inspected.
Scope and access decide the value of the survey
Most weak surveys fail at the scoping stage. A building name and postcode are not enough. The surveyor needs the construction date, later alteration dates, drawings, floor plans, previous registers, access arrangements, occupancy constraints and a precise description of the work.
For a management survey, genuine inaccessible areas may be recorded and managed on a presumption basis. Examples include sealed electrical equipment, live plant, unsafe roof voids and occupied areas that cannot be entered safely at the time of inspection.
For refurbishment and demolition work, exclusions should be exceptional. A report that excludes the main ceiling void, riser, floor build-up or external envelope may not provide enough information for the project to proceed safely. The missing area should be investigated before anyone disturbs it.
I also look for alignment between the survey scope and the contractor’s actual method. Installing new cabling above a ceiling, replacing windows, chasing walls and removing a bathroom each disturb different materials. The survey must follow the route of the work, not merely the room names on a plan.
What a sound asbestos survey report contains
The report should identify the survey type, purpose, scope and agreed exclusions. It should include clear plans, photographs and material references that can be followed by maintenance staff and contractors without guesswork.
Each recorded item should state its location, product type, approximate extent, condition and asbestos type where sampled. Sample references must correspond with the laboratory certificate. Management survey reports should also include a material assessment.
Recommendations should follow from the evidence. They may include managing a sound material in place, labelling it, protecting it from damage, carrying out periodic checks, repairing an enclosure or arranging removal before work. A vague instruction to obtain further advice is not an adequate substitute for a clear finding.
Bulk sample analysis should be carried out by a laboratory accredited by UKAS to ISO/IEC 17025 for asbestos identification. HSE guidance recommends appointing surveyors who can demonstrate competence. UKAS accreditation to ISO/IEC 17020 is a widely recognised way for a surveying organisation to demonstrate this, although accreditation is not itself a statutory requirement.
Briefing the surveyor properly
Provide the current asbestos register and every previous survey, including old refurbishment reports. Earlier documents can reveal known asbestos, recurring access problems and areas altered since the last inspection.
For planned works, provide drawings and mark the full disturbance zone. Include service routes, access openings, temporary works, demolition lines and any areas needed for plant movement. Where the design is still developing, agree how additions to the scope will be inspected before construction reaches them.
Confirm who will arrange keys, permits, escorts, isolations, ceiling access and making good. In occupied premises, agree how rooms will be vacated and how the inspection area will be controlled.
Check that the appointed surveyor has relevant experience in the property type. A 1930s school, a post-war system-built block, a factory boiler house and a Victorian conversion present different access problems and material patterns.

Use the findings as working information
After a management survey, update the asbestos register and management plan. Give relevant information to anyone who may drill, cut, remove, access or maintain the recorded materials. Review the record when the building changes, when materials deteriorate or when further areas become accessible.
After a refurbishment and demolition survey, incorporate the findings into the construction plan. Any asbestos that will be disturbed must be addressed with the correct controls before the main work reaches it. The survey report is not a removal specification, method statement or certificate of reoccupation.
No survey can certify an entire building as asbestos-free without qualification. Its findings apply to the agreed area, the access achieved and the conditions at the time. The limitations section therefore deserves the same attention as the sample results.

Frequently asked questions
Which asbestos survey is suitable for a home purchase?
A standard home survey does not normally include a full asbestos inspection. Where no intrusive work is planned, a management-style survey can identify accessible suspect materials and their condition. Planned refurbishment requires a refurbishment and demolition survey covering every area the work will disturb.
Can a management survey cover refurbishment work?
No. A management survey uses limited intrusion and may leave concealed materials unexamined. Refurbishment work requires a refurbishment and demolition survey whose scope follows the walls, ceilings, floors, service routes and other parts of the building that will be disturbed.
Must an asbestos surveying company be UKAS accredited?
The law does not state that every surveying organisation must hold UKAS accreditation. HSE guidance requires competence to be considered, and accreditation to ISO/IEC 17020 is a recognised way of demonstrating surveying competence. Bulk sample analysis should be undertaken by a laboratory accredited to ISO/IEC 17025 for asbestos identification.
Does an asbestos survey prove a building is asbestos-free?
No. The findings apply to the agreed scope and the areas successfully accessed. Concealed materials may remain outside that scope or behind parts of the building that could not be opened. Presumed materials should continue to be treated as asbestos unless reliable evidence establishes otherwise.
