Asbestos cement products

Asbestos cement was used for corrugated roofs, flat sheets, gutters, downpipes, flues, tanks, cisterns and moulded fittings. In sound condition it usually releases fewer fibres than lagging, sprayed coating or asbestos insulating board because the fibres are locked into a hard cement matrix. That does not make it safe to drill, saw, pressure-wash or break. Old asbestos cement and later fibre cement can look almost identical, so records or representative sampling are often needed before work starts.

The practical question is not whether a grey sheet looks old. It is whether asbestos is present, what condition the product is in and what the proposed work will do to it.

Asbestos cement is hard and dense. Chrysotile was the asbestos type most often mixed with Portland cement, although some older products contained amphibole asbestos as well. A sound sheet normally retains its fibres well. Once it is cut, drilled, smashed, abraded or badly weathered, the cement matrix no longer gives the same protection.

Products commonly made from asbestos cement

Corrugated roof sheets are the best-known example. They remain common on garages, sheds, barns, workshops and older industrial buildings. The sheets are usually fixed through the crowns with hook bolts or drive screws and may have matching ridge, verge and apron pieces.

Flat asbestos cement sheets were used as external cladding, infill panels, wall linings, partitions, fascia boards and soffits. Painted sheets can be mistaken for plywood, plasterboard, modern cement board or asbestos insulating board. That last distinction matters because insulating board is softer, more friable and subject to different controls.

Moulded asbestos cement was also used for gutters, downpipes, hoppers, soil pipes, ventilation ducts, flues, cold-water tanks, toilet cisterns, cable troughs and small architectural fittings. Joints may be socketed, bolted or sealed with another asbestos-containing component.

Clues seen during an inspection

Unpainted products are usually grey, although age, paint, soot, moss and lichen can hide the original surface. Corrugated sheets often have a dense, granular edge and a slightly dimpled or textured underside. Moulded gutters and pipes tend to be thicker and more rigid than plastic replacements. Maker stamps, batch marks and dated building records can be useful when they survive.

None of those features proves asbestos content. Later cellulose fibre-cement products can have the same profile, thickness and weathered appearance. Visible fibres at an existing broken edge are not a reliable identification method, and deliberately breaking a sheet to inspect it creates needless debris.

Condition changes the risk

A complete roof sheet with a firm surface is not the same proposition as one that has been crushed by a vehicle, split around its fixings or damaged by fire. A useful assessment records cracks, missing corners, spalling, loose fixings, previous drilling, debris below the product and the likelihood of further impact.

Do not judge condition from moss alone. Moss can hold moisture and hide defects, but its presence does not prove that a sheet is asbestos cement or that removal is necessary.

Fragile cement roofs are a separate safety hazard. Old sheets must never be treated as a working platform. Falls through roof sheets and rooflights can be fatal regardless of whether asbestos is present.

Work that creates avoidable fibre release

The worst methods are familiar: abrasive cutting discs, repeated drilling, smashing sheets into skips, dropping roof panels and using pressure washers. These methods damage the cement matrix and spread dust, fragments or contaminated slurry beyond the immediate work area.

Pressure-washing an old roof is especially poor practice. It combines surface erosion with fragile-roof access and can distribute residue over gutters, walls, ground and neighbouring property.

Careful removal normally means taking products down as whole as reasonably practicable. The legal category and control measures must be decided from the material condition, work method, likely exposure and duration, not from the word cement on its own.

Leave, repair or remove

Sound asbestos cement can often remain in place where it is protected from impact and will not be disturbed. In non-domestic premises, the location and condition should be recorded within the asbestos management arrangements and communicated to anyone liable to work on it.

Local repair or a compatible coating may extend the life of a stable product. Coating is not a cure for badly cracked sheets, failed fixings or a roof that has lost structural integrity. It also leaves asbestos in place, so the record must remain with the building.

Removal is commonly chosen before demolition, major refurbishment, reroofing or repeated maintenance. It may also be sensible where sheets are extensively damaged or vulnerable to routine impact. A low quote based on breaking sheets into small pieces is not a saving. It usually means poorer control, more debris and a harder clean-up.

Testing and a competent condition assessment give contractors the information needed to price the work properly and choose suitable controls.

Non-licensed work and NNLW

Work on asbestos cement is commonly non-licensed when the product is in good condition and can be maintained or removed without substantial breakage. Non-licensed does not mean unregulated. The Control of Asbestos Regulations 2012 still require competent planning, suitable training, exposure controls, decontamination arrangements and correct waste handling.

Notifiable non-licensed work may apply where cement products are substantially damaged or the planned method will seriously degrade the matrix. Employers carrying out NNLW have additional notification, medical surveillance and record-keeping duties. HSE guidance should be checked against the actual task before work is classified.

Other materials found beside cement can change the job completely. Pipe insulation, sprayed coating and significant asbestos insulating board work may fall within licensed work. A cement flue passing through an insulating-board panel is a common example of why the whole work area must be considered.

Sampling and laboratory analysis

Sampling should represent the products that will be affected. One sample from a garage roof does not automatically cover a later extension, replacement ridge pieces or flat soffit panels. Differences in profile, colour, thickness, fixing pattern or construction phase may justify separate samples.

Bulk samples should be analysed by a laboratory whose current UKAS schedule covers asbestos identification under ISO/IEC 17025. A UKAS logo on a website is not enough. The accredited activity and laboratory location should match the service being purchased.

A single sample answers a narrow material question. It does not replace a refurbishment or demolition survey where intrusive work will affect several materials or concealed areas. Frequently asked questions

Is asbestos cement dangerous when left in place?

Sound asbestos cement usually releases relatively few fibres because they are bound into the cement. It can often remain where it is protected from damage and unlikely to be disturbed. Its location and condition still need to be recorded and reviewed where asbestos management duties apply.

Can moss prove that a roof contains asbestos?

No. Moss and lichen grow on both asbestos cement and modern fibre-cement sheets. They can hide cracks and failed fixings, but they do not identify the material. Records or laboratory analysis are needed for a reliable answer.

Does asbestos cement removal need a licensed contractor?

Not in every case. Careful removal of sound asbestos cement is commonly non-licensed, but the work remains controlled by the asbestos regulations. Damaged material or a method that substantially breaks down the cement may make the work notifiable non-licensed. Other asbestos materials in the same work area may require a licensed contractor.

Is one asbestos sample enough for an entire roof?

Only where the roof is reasonably uniform and the sample is representative. Extensions, replacement sheets, ridge pieces, soffits and different profiles may have been installed at different times. A competent sampler should decide how many distinct products need testing.
