What is actually in a pre-2000 industrial unit
Corrugated asbestos cement was the default roof and cladding material for British industrial sheds from the 1950s until the mid-1980s, and it carried on in places until the chrysotile ban took effect in 1999. If you can see a deep six-inch profile, or Trafford tile on a valley roof, or those grey vertical cladding sheets with the weathered edges, you are almost certainly looking at asbestos cement. Know which decade the unit went up in before anyone climbs on it.
Inside is a different conversation. Blue and brown asbestos went into thermal insulation and sprayed coatings until they were banned in 1985, and sprayed limpet on structural steel had largely stopped by the mid-1970s. What that means in practice: an older process building can hold a genuinely high-risk material in the boiler house while the roof over it is comparatively benign. Pipe lagging, rope seals at boiler doors, gaskets in flanges, sprayed fire protection above a false ceiling in the old offices. On a pre-2000 site I treat all of it as suspect until a laboratory says otherwise.
The roof is the thing that kills people
Asbestos cement with the fibres locked in a cement matrix, sound and left alone, is not the material I lose sleep over. Cut it, drill it, break it or let thirty years of weather strip the surface and the picture changes. The bigger and more immediate hazard is that these roofs are fragile. Falls through fragile roof materials are a long-standing feature of HSE’s work-at-height enforcement and fatality reporting, and asbestos cement sheeting features in it repeatedly. So: nobody walks on the sheets. No pressure washing, no wire brushing, no abrasive cleaning of any kind, because that is how you turn a bound material into airborne fibre and a contaminated yard. Crawling boards, staging or a MEWP, and the material identified and its condition assessed before the job is planned rather than after.

Where I look on an industrial site
- Corrugated roof sheets, wall cladding, and the valley gutters and downpipes that nobody thinks about
- Asbestos cement flues and rainwater goods
- Thermal insulation on steam, heating and process pipework, including the short runs behind plant that get missed
- Boiler and plant room insulation, rope seals, gaskets and pump packing
- Sprayed coatings on structural steelwork and soffits, often above a suspended ceiling
- Asbestos insulating board in fire breaks, riser panels, partitions and the bolt-on office pods inside the unit
- Vinyl floor tiles and black bitumen adhesive in offices, canteens and welfare blocks
The office pods catch people out. They are often a later addition, they are often AIB, and because they look like offices rather than plant they get refurbished casually by someone who has never seen the register.
Which survey your site needs
For day-to-day occupation and to hold a register that satisfies regulation 4 of CAR 2012, a management survey covers what could be disturbed in normal use and maintenance, and records the condition of the cement roof and cladding so you can track it year on year. That is the baseline duty on the duty holder, and on a multi-let estate it needs to be clear who holds it.
Before re-roofing, over-cladding, solar, plant strip-out, refurbishment or demolition, you need a refurbishment and demolition survey of the areas affected. It is intrusive by design, following HSG264, because the material you care about is inside the structure and inside the plant. Scope it to the actual works. A refurbishment survey of a whole 80,000 square foot shed when you are only replacing one bay is money spent for nothing, and a management survey used as a refurbishment survey is how contractors end up drilling into lagging.
Working around a live site
Most industrial surveys happen with the site running. Surveyors work around racking, FLT routes and production lines, sign into your permit-to-work system, and take the awkward areas during a shutdown or a quiet shift. High-level access to roofs, valley gutters and overhead pipe runs usually needs a MEWP or fixed access, and that is the single thing most likely to affect the programme, so settle it early. Intrusive inspection means a local exclusion while it happens, not a site closure.

Frequently asked questions
Does an asbestos cement roof have to be removed?
No. Sound cement sheeting is usually better managed in place, recorded in the register and re-inspected on a set interval. Removal or over-cladding becomes the sensible call when sheets are cracked, delaminating at the edges, or the roof is at the end of its life anyway and you are replacing it for water ingress rather than for asbestos.
Can we install solar panels on an asbestos cement roof?
Fixing panels means drilling the sheets and adding load to a fragile roof, and a good many installers will not touch it. Get the roof identified and assessed first. In my experience most owners end up replacing or over-cladding before the array goes on, and an intrusive survey of the roof area is where that decision starts.
Our unit was built in 2003. Do we still need a survey?
If you can evidence the build date, the duty to manage bites on premises built before 2000 and a genuinely post-2000 shed is a different proposition. Two things catch people out: fit-out and later extensions that reused older materials or second-hand plant, and a new envelope thrown up over an older core or an older boiler house on the same site. Establish the date from the drawings and the planning record rather than from what the last owner told you.
Is old pipework insulation likely to contain asbestos?
On a pre-2000 industrial site, assume yes until a UKAS-accredited laboratory says otherwise. Thermal insulation is a far higher-risk material than cement sheeting and work on it is normally licensable, so identification by sampling and analysis is not optional. Do not let a maintenance fitter make that judgement by eye.
