School asbestos information must work at room level
An asbestos survey for a school or college is only useful when the estate team can apply it to a real maintenance decision. Before a caretaker drills a wall, an electrician opens a ceiling or a contractor enters a plant room, the records must identify the correct building, room, surface and access limitation.
I have inspected education estates where the survey was technically detailed but difficult to use. Room references did not match the signs on doors, identical classrooms were confused and inaccessible areas were hidden in general notes. Those weaknesses matter because the person authorising work needs a clear answer at the point of disturbance.
The survey should follow the names and references used on site. Plans, photographs and sample records need to distinguish repeated rooms, separate blocks and later extensions. Any area that could not be inspected should remain prominent in the report and asbestos register.
Different building periods bring different risks
Many education sites contain several generations of construction. A nineteenth-century main building may be joined to a 1960s system-built teaching block, a 1970s sports hall, temporary classrooms and modern extensions. Materials, access conditions and previous alterations can vary sharply between them.
In buildings constructed or refurbished before 2000, inspection may need to cover boiler rooms, ducts, risers, ceiling voids, corridors, kitchens, laboratories, workshops, stores and external plant areas. Materials regularly encountered include asbestos insulating board to fire breaks, ceiling panels, service enclosures and column casings; pipe insulation and residues in plant rooms; sprayed coatings to structural soffits; cement sheets and flues; textured coatings; vinyl floor tiles and bitumen adhesive; gaskets; and asbestos components in older fire doors.
System-built schools require particular attention. Fire protection may be concealed behind column or beam casings, and repeated wall or ceiling assemblies can continue through several rooms. Original drawings and previous reports are useful evidence, but alterations, incomplete records and restricted access often require further inspection.
Arrange a school management survey

Management surveys, registers and dutyholder arrangements
Under the Control of Asbestos Regulations 2012, the duty to manage applies to the person or organisation with responsibility for maintenance or repair of non-domestic premises. In education settings, this may involve a local authority, academy trust, governing body, proprietor or shared arrangements between several parties.
The commissioning brief should establish who controls each building, who authorises maintenance and who will act on the findings. Unclear responsibilities often result in registers being held centrally while day-to-day work is controlled locally.
HSE guidance in HSG264 describes a management survey as the standard survey for managing asbestos during normal occupation and routine maintenance. The findings should support an asbestos register, assessments of material condition and disturbance potential, and a management plan covering monitoring, communication and action.
The register must reflect changes to the premises. Damage, removal, encapsulation, new sampling and further inspection should be recorded. Locked rooms, live electrical equipment, unsafe voids and concealed construction should remain listed as limitations until they have been properly investigated.
Contractor controls depend on precise information
Maintenance and improvement work can disturb materials that remain safe during ordinary occupation. Installing wireless access points, replacing lights, running data cables, repairing heating systems or fixing equipment to walls may reach areas that were not inspected invasively during a management survey.
Before work starts, the proposed fixing point, route or opening should be checked against the register and survey plans. Where the available information does not cover the affected fabric, further inspection or sampling is needed before disturbance.
This control is especially important across large colleges and multi-academy trusts. Survey information may pass through several systems and teams before it reaches the contractor. Consistent building names, room references and plan markings reduce the risk of records being applied to the wrong location.
Refurbishment work requires an intrusive survey scope
A management survey is not designed to support work that will substantially disturb the building fabric. Classroom alterations, roof replacement, heating upgrades, rewiring, window replacement, toilet refurbishment, fire-compartment work and major cabling installations may require a refurbishment survey for the affected area.
HSG264 requires refurbishment survey access to be sufficiently intrusive to locate asbestos within the parts of the building that the work will disturb. The scope should therefore follow the drawings, specification and proposed method of work. It may include wall linings, floor build-ups, ceiling voids, risers, service penetrations, column casings and concealed plant components.
A general inspection of a classroom is not a substitute for examining the exact places where contractors will cut, remove or penetrate materials. When the design changes, the survey scope should be reviewed as well.
Holiday access still needs careful planning
School holidays often provide the best opportunity for intrusive inspection, but an empty building does not remove the practical constraints. Keys, alarms, service isolations, high-level access, safeguarding procedures, shared areas and reinstatement requirements still need to be agreed.
Useful records include site plans, construction dates, known system-building types, earlier surveys, removal documentation, incident reports, planned works and details of areas that remain inaccessible. The estate contact should also identify renamed rooms, undocumented extensions and changes to ceiling, heating or electrical systems.
I place particular weight on differences between the documents and the building itself. Conflicting sample references, missing extensions and reused room numbers are common on long-established estates. Resolving them during survey planning is safer than leaving a contractor to interpret uncertain records during the work.
