What an asbestos garage roof usually looks like
Most suspect garage roofs I inspect are grey corrugated sheets fixed to timber purlins or a light steel frame. The sheets commonly overlap at the sides and ends, with hooked bolts, washers or capped fixings passing through the crowns of the corrugations.
Asbestos cement roofing was used extensively on domestic garages, workshops, sheds, agricultural buildings and lean-tos during the middle and later decades of the twentieth century. Later fibre-cement sheets can have a very similar profile, so colour, age and texture are indicators rather than proof.

Check access safety before asbestos condition
The immediate danger is often the roof itself. Corrugated cement sheets are fragile and can fail without warning, particularly where fixings have corroded, supporting timbers have rotted or somebody has previously walked on the sheets.
I assess a garage roof from a safe position and look for cracked sheets, broken corners, enlarged fixing holes, sagging runs, failed laps, water staining, loose ridge pieces and movement in the supporting frame. I also note whether gutters are blocked, moss is retaining moisture or patch repairs are concealing wider deterioration.
Nobody should walk directly on suspect cement sheets. Asbestos content does not alter the work-at-height duty or make a fragile roof capable of carrying a person’s weight.
Arrange an inspection before disturbing the roof

When an intact roof can remain in place
Asbestos cement holds fibres within a dense cement matrix. A sound sheet that remains undisturbed normally presents a lower fibre-release risk than damaged insulation board, pipe lagging or sprayed coating. Finding asbestos cement does not create an automatic requirement to remove the roof.
Leaving it in place may be sensible where the sheets are secure, the building remains serviceable and no work will cut, drill, break or remove them. The material should be recorded, access controlled and contractors warned before maintenance begins. Its condition should also be reviewed if leaks, storm damage or structural movement develop.
Encapsulation can be suitable on some roofs, but I would not specify a coating over cracked sheets, failed fixings or an unsound frame. A coating cannot restore structural strength or correct unsafe access.
Methods that damage asbestos cement
Pressure washing is one of the most common mistakes. A powerful jet can strip the weathered cement surface, release contaminated slurry and spread residue across walls, gutters, paving and neighbouring property.
Dry brushing, sanding, grinding and abrasive cleaning are also unsuitable. Do not cut sheets with a disc cutter, break them to fit a vehicle or drill new fixing holes without a properly assessed method.
Where moss or debris must be removed, the work needs a method that controls both asbestos exposure and fragile-roof risk. In many cases the access arrangement is more demanding than the cleaning itself.
When sampling is worth doing
Sampling is useful when the result will change a purchase, repair, conversion or demolition decision. It is less useful when the project specification already treats the sheets as asbestos-containing and removal will proceed under suitable controls.
A roof sample should be taken by a competent person using safe access and a controlled technique. The sample should then be examined by a UKAS-accredited laboratory for asbestos identification. The distinction between taking the sample and analysing it is explained on the asbestos testing page.
One sample confirms the material represented by that sample. It does not prove that every sheet, panel or repair on the garage is identical.
Repair, encapsulation and replacement
The right course is determined by sheet condition, water ingress, structural stability, intended use and the extent of disturbance required. Localised repair may be reasonable where damage is limited and the supporting structure remains sound. Replacement is usually the stronger option where sheets are extensively cracked, fixings are failing or a conversion requires repeated disturbance.
Some work on intact asbestos cement can be non-licensed when the conditions in the Control of Asbestos Regulations 2012 are met. Particular tasks may fall within notifiable non-licensed work because of the condition of the material or the way it will be disturbed. The classification must be made for the actual job, not assumed from the product name.
Non-licensed work is still regulated. It requires competent workers, a suitable risk assessment, an appropriate plan of work, exposure controls, safe access and lawful waste arrangements. It should never be treated as unrestricted DIY work.
Garage conversion requires a wider survey
Testing one roof sheet is not enough before converting a garage. Older garages can also contain asbestos cement wall panels, insulation board linings, soffits, ceiling panels, textured coatings, bituminous products, floor tiles and concealed debris from earlier alterations.
A refurbishment survey should cover every part of the structure that the proposed work will disturb. For demolition, the survey scope must extend throughout the building so asbestos-containing materials can be located, as far as reasonably practicable, before destructive work begins. Planning repair, conversion or demolition?
Set the survey scope from the proposed work, not from the most visible roof sheet. We will advise whether the project needs a condition assessment, targeted sampling or a refurbishment and demolition survey.
Waste, breakage and storm damage
Removed asbestos cement is asbestos waste. It must be packaged, carried and disposed of under the rules applying in the relevant UK jurisdiction. The appointed contractor should identify the disposal route before work starts and provide the appropriate waste documentation.
If a sheet breaks unexpectedly, stop work and keep people away from the area. Do not sweep, vacuum or handle fragments without an assessed method. Follow the immediate precautions on suspected asbestos and obtain competent advice before work resumes.
